The conference presenters have tried to make a practical, useful seminar on a difficult subject – the role of economics in the Resource Management Act 1991 (“RMA”). One method for achieving that is to present case studies, and we hope seminar participants can involve themselves in two of those.

These introductory remarks cover briefly the following topics in order to put the longer papers into perspective:
  • the role of economics;
  • s 5 of the RMA;
  • an example : the problem of cumulative effects;
  • an evidential issue : the endowment effect.
